      Description

      The ArcLineSet files (typically saved in the butler as lines or centroids) are slow to read, because of string I/O. The description and transition strings can be long and are frequently duplicated; moving them into a separate HDU provides a speedup of > 60x.

      This has been implemented on PIPE2D-1827; this ticket requests approval for the associated change to the datamodel.
