Guidestars catalog id in opdb is often incorrect

      Description

      The pfs_design_agc table has a guide_star_id column that is the catalog identifier (either HSC or Gaia) but in a significant number of the records the id is ±128 or ±256 off from what is recorded in the pfsDesign file.
