Deal with the STSpy repo

      Description

      The ics_alertsActor uses STSpy (from github.com:CraigLoomis/STSpy.git) as a submodule, which is not properly copied over to the install directory by pfsinstall. The install could be fixed but the submodule was also a temporary solution that has never been updated.

      Figure out what we want to do with it and update accordingly.
