Update agActor to use the pfsConfig rather than pfsDesign

      Description

      Following INSTRM-2565, we want to use the config file coordinates rather than the design files.  This is slightly more complicated as the pfsConfig files aren't as easy to discover without a Butler. 

      There will be a separate ticket for defaulting the agActor to using the database by default rather than the files.
