Update AutoGuider flags in pfs_utils

In order to properly track the filtering and flags associated with guiding there are a few flags that need to be updated in pfs.utils.datamodel.ag. This should also include the addition of a MatchedFlags enum that currently exists and is used internally in ics_agActor.
