Return a DB singleton from pfs_utils

The new DB tools in pfs_utils (which aren't yet actually being used) should return a singleton.

cloomis and I talked about this a bit in person and I will create a class method that allows a default to be changed at the module level. Otherwise it will read from instdata as the default. The init arguments will always also provide a new one.
