Revised cobra_target table structure

Currently, cobra_target table contains targets for each iteration. Since we are using two-step methods, first two iterations in cobra_target table is the intermediate target and the targets of rest iterations are final targets. . According to the discussion with Craig, we should only keep final targets without intermediate targets. This should be fixed after the DB structure change.
