Create a simple web interface to insert information into targetdb

It would be useful to a simple web interface to insert/update target database. The current use case can be the following:

1. Bulk insert as a preparation of a preparation
2. Update input target list during a semester. This often happen for classical-mode proposals while iterating with PIs.

As the uploader is in the DMZ and cannot access the database server in the FW, I'd like to make a new package and host on pfsa-web01 server.
