Packaging and version information for ets_shuffle

Because I think that ets_shuffle looks quite stable, I'd like to add a versioning scheme and pyproject.toml to simplify setup. Also, versioning is important as it's going to be recorded in pfsDesign and pfsConfig files. I think I can work on it.
