Add W_GRPID and W_GRPNAM cards to pfsConfig (PFSF file) header

INSTRM-2419 introduced more metadata for sps exposures and which helped observers to record calibration data in PFSA/PFSB headers. 

But recently, it was pointed out by the STARS team that PFSF (i.e. pfsConfig) misses W_GRPID and W_GRPNAM  cards. It is helpful to have the same information among the PFSF and PFSA/B.
