Update agActor to use the pfs_config_agc rather than pfs_design_agc

      Description

      Change the agActor to use pfs_config_agc instead of pfs_design_agc. This is related to INSTRM-2714, which involves the change on the file side (pfsConfig vs pfsDesign).

      To be consistent, the pfs_config_agc should have the guide_star_flag column added as well as the guide_star_magnitude (although these are maybe the same as what is in the guide_star table itself and could be handled via a merge - check with Kiyoto Yabe). I didn't realize the guide_stars table was empty. Kiyoto Yabe, do we ever plan to use that table? It looks like most of the columns went into pfs_design_agc.

      Assuming the guide star information is the same between the design and the config I could join the design and config tables to get the information.
