Arrange for a /data/MCS/logs directory to be created for out-of-run fpga traffic

Under nearly all circumstances, /data/MCS/ directories get created to gather convergence, etc. output, including the FPGA traffic log. But after the boot-up configuration and before the first convergence there is no such directory, and the FPGA traffic is not logged. Fix.
