Fix pip install of ics_utils so it's not in pfs namespace.

The pyproject.toml file in ics_utils incorrectly put the package under the pfs namespace (well, actually, that's probably the correct namespace but we can't move all of them at this point}} and needs to be fixed so pip installs work for other actors and targeting software.

Also update some of the pyproject.toml file.
