Remove generic debug level logging from cobraCharmer

The ics.cobraCharmer.cobraCoach.mcs.camera module set the log level to DEBUG for all modules, which creates unneeded and verbose log entries (e.g. all of matplotlib).

This should be fixed to only set for the appropriate module.
