New release of pfs_instdata to revert the cobra information to a previous version

pfs_instdata 1.8.47 contains NaN values for cobra definition. Versions prior to it could solve the error. However, since pfs_instdata is now updated to pip-installable with proper pyproject.toml and related changes. Therefore, it would be nice to make a new release starting from the master branch and tag as a new release after properly link the configuration files etc. so that other modules can load a cobra configuration that does not face the issue.
