Fire hilo drpActor reductions on iic_sequence not per visit.

Right now, drpActor reduce each visit in independently.
I'm proposing to keep doing that for summit drpActor, which produce the post-isr file.
But for Hilo, I propose to wait until the group of visit is done, to be able to run the optimal CR rejection code.

This way, you get a collection from your current best estimate (to the pfsMerged) that people can look at and QA is done on that best estimate.

The downside is that nothing is done until the set of visits is complete, but I don't think we actually care.
Anyway, I'll make it configurable easily so we can go back to the per visit reduction if we want to.
