make a coordinate transformation for us-mcs

At present, MCS call `mcs_pfi` function even off the telescope, which cause large discrepancy because optics is different between on-telescope ad off-telescope.

There is a function which was developed when PFS was in Taiwan (mcs_pfi_asrd), but it is without FE.

We need a dedicated function for us-mcs by modifying it or creating from scratch. For now, I'll start with modifying the existing function.
