Update cobra xml with new geometry and status

      Description

      INSTRM-2733 reported that the new geometry (INSTRM-2609) had nan value in the Cobra center and link length. Also, the analysis of the recent runs and the calibration confirmed that two Cobras (cobra_id=571 and 843) are not moving.

      Update xml file accordingly. Note that updating the motor map and frequency is also in progress. xml file with both old and new motor map need to be created to compare the performance on telesope.
