Make AG database utility queries always return HST timezones.

Our opdb doesn't have information about timezones for any of the timestamp columns and we unfortunately have a mix of HST and UTC times (see e.g. pfs_config).

The utility methods in ics_agActor that query the db should explicitly put everything into HST and rely on the python code to convert that back to UTC. This is mostly being done for consistency with legacy code as the preferred method should be to have the DB always return UTC values directly.
