Invalidate pfsConfig0 when cobras start to move

IIC now hangs on to the current pfsConfig0 even when a new design is declared. However, if convergence to the new design fails, FPS doesn’t produce a new pfsConfig0. Since we don’t really know where the cobras ended up in that case, the existing pfsConfig0 needs to be invalidated.
