Organize logging for fiber allocation code

pfs_obsproc_planning_tools and ets_pointing are used to process SSP designs with GitHub Actions. The current code produces >10k lines of log messages and it's hard to track the issues. We should organize the log messages by setting proper log levels and simplify messages. 

It may not be urgent and can be after some cleaning of the codebases. Let's keep it in mind.
