Implement new g2cam error reporting mechanism in gen2Actor

Once the g2cam API is settled and available, add a gen2 command to allow passing PFS errors and warnings over to Gen2.

We know the basic API: a top-level g2cam call with kwargs, some for known fields ("priority", etc), but also allowing for arbitrary PFS-specific fields.
